In Bad Lieutenant 1 – Dirty Cop, a notorious jewel thief known as "The Sex Burglar" terrorizes the city’s elite, striking at moments when they are most vulnerable. This elusive criminal, skilled at slipping past security, targets the wealthy during their private encounters, stealing valuable jewels and leaving behind only whispers of their presence. The daring heists have caught the attention of powerful figures, who demand immediate action. Pressured to stop the thief, Police Chief Collins assigns the case to Detective O'Malley, a ruthless officer known for his relentless methods that inspire fear in criminals and suspicion among innocent citizens alike.

Meanwhile, Vuk Dragonovich, head of the Serbian mob, seeks his own justice after one of his associates is targeted by the thief. Known for his merciless approach and a desire for personal revenge, Vuk is determined to capture the Sex Burglar before the police. As both O'Malley and Vuk close in, their methods become increasingly aggressive, raising the stakes for the elusive thief. The question looms: will the Sex Burglar face justice at the hands of law enforcement or fall into the grasp of a vengeful mob boss? Either way, the cost of these high-stakes heists is about to become severe.
